term "Earmark" is a reference to the Congressional Record
where awards are written into legislation specifically with the grantee's
name, activity and dollar amounts. JAG received Earmark Grants in
2000 and 2001. The Employment and Training Administration of the U.S.
Department of Labor administers the Earmark Grants.
An award notification is received and a proposal
is developed using federal guidelines.
